Could this be a feed and water stop? The donniker tent in the back would lead me to that conclusion.

This is a Bob Good photo from 1942. I still have the catalogue offering it for sale for 20 cents.
would the elephants be wearing harness at water stops ?
I've heard that some horses traveled in harness

Good eye and good point. I note a number of the harnessed elephants, chained to each other, via the harness you point out. Maybe they did races, like Sells Bros. in 1894, and the only way they could keep the elephants from starting the race early, was to put harness on and chain them together, when they were taken out of the train for water stops.

same old story. when you have some 300 sets of harness, collar5s and hames where do you store t6hem also when the train unloaded the horses immediately went to work. same with work elephants. in my young years all circus elephants on overland mud shows road over the road with harness on, including the famous mills bros. burma. note; none of these animals could lay down in the cars. tanglefoot.
