More on California Bill

Subject: Update on California Elephant Bill (AB 3027)


To Circus Fans and Supporters in California:

A hearing was held on this bill (AB 3027) on Tuesday, April 25, in
Sacramento. In addition to Ringling Bros., there was a great deal of
opposition to the bill from zoos, veterinarians, organized labor, other
exhibitors and venues and arenas who would be impacted. The bill would
impose arbitrary space requirements and tool restrictions that are
objectionable to the circus, other traveling exhibitors, and the zoos.
This bill would still make it impossible for us to present our elephants
in California and would force most zoos to either close their elephant
exhibits or spend tens of millions of dollars.

The bill was passed by the Assembly Public Safety Committee in a 5-2 party
line vote. However, three of the "yes" votes said that in light of all the
opposition, they would NOT vote for the bill on the Assembly Floor unless
it was significantly changed to address the opposition from business,
labor and the zoos, but voted yes as a "courtesy" to the sponsor.

The bill now goes to the Assembly Appropriations Committee, where the
economic impact becomes the focus. If this Committee passes the bill, it
then goes to the full Assembly floor for a vote. We encourage all
California Circus Fans and other supporters to contact their Assembly
members and ask them to oppose the bill. The following two website links

There's a bill to outlaw el riding pending in the northeast -- which you can find easily via Hum. Soci.'s legislation section. Some of these "sleeping dog" bills may expire at the end of a session, but it's a good thing we have you to say which ones need active protest, and when. Many thanks.

Geo. Wash. Univ. Law Sch. in DC co-sponsors the "Animal Law Litigation Project". Maybe that's one reason we see so many weird state laws proposed. Homework. Students go for extreme concepts that could kill whole industries. When there are very few real abuses to prosecute, they make up new "crimes," expanding suckerdom.

Reducing them to absurdity, they could eventually outlaw the ownership of ... well, anything.

The more liberal the state, the more government control. Like the story goes - "when they came for the gypsies, no-one said a word, when they came for the Jews, no-one cared, when they came for the Poles, silence. Finally when they came for me, there was no one left to speak up for me." The California and Mass. animal legislation is just the tip of the iceberg. Every year personal freedom gets eroded just a fraction more. Thank God I'm old and won't live to see what is to come of this wonderful country. Maybe, if the current generation could just put themselves in the position of any of the myriad of unpopular groups - smokers, fat people, circus people, blue collar workers, and on and on, there might be a chance, but I doubt that will happen. It's the new human nature to hate the other guy and then petition the government to legislate against him. Just a few more years and I'm outta here -thank the Lord.
