They have been raising buildings and cities for a long time. Much of downtown Chicago was raised in the 1850's and 1860's. After the storm at Galveston in 1900, they raised the entire city 17' including buildings, railroads, etc. And with all the increased population in Houston there has been a great deal of flooding issues and their are companies on the tv advertising their services of raising homes and business all the time.
