This gets semi-technical but the first Pinniped acts in America, and probably Europe, were "seal" acts that used Harbor and Grey seals available from the coast of New England and Europe. True seals or Phocids are the "sausage shaped" animals that move on land scooting along on their bellies. In America sea lions probably didn't make it to the east coast until the late 1800s on the trans-continental railroads (and that would be a challenge). Sea lions and fur seals or Otariids can rotate their larger flippers underneath their bodies and move on land easily.
