That is an air calliope. needed a briggs, etc. to power the blo3wer. Eith a Tangley or National. brand.

Chic, the whistles were powered by air pressure and when the little gas engine pummped up a certain air pressure reading the horns could blow thru a regular key board. Much simpler than a steamer, but not quite as loud. Perfect on a bandstand or a bally. Nice in a small wagon or pikup body for parade, etc. unit could be brought into a gym,etc. for band concerts. no smoke. I carried one on some Xmas dates when I had Baraboo animal show dates, etc. Every little show liked to have one.
