Robert Samuel (Bob) Carson was a busy character actor from 1939 until his death in 1969. It was typical for countless actors with familiar faces that many of his roles were onscreen but uncredited. As DeMille's Ringmaster, his name made it to the screen card. His career is documented on IMDb.
Mr Carson was indeed a fine character actor and probably a fine gentlemean too, but he was Horrible as a ringmaster...one big disappointment in the film.

Merle Evans and his band were a prominent feature of DeMille's parade. (After all, you can’t have a parade without a band!)
Bob Carson as the Ringmaster. Was he ever actually with the show, or just an actor playing the role of Ringmaster? ~frank
The RBBB band under Evans direction rode a specially-outfitted and decorated box-body baggage wagon in one or more Labor Day parades.
