Evetta was English - which I suspect is why the Union Jack features on her costume.
Because of her success in US several of her sisters also became clowns in England. However, apart from the "mammy" types (seemingly men dressed up) - the show seems short of costume ideas for its lady clowns the four that appeared in England with B&B 1897-99 had extremely imilar costumes & wigs to Evetta
