This date must have been a feed and water stop, to break up a long jump. They did this quite often in some years, especially when they were going to the west coast.

I would like to point out that the word "circus" does not appear here.
There was a brouhaha about RBBB dropping the "circus" from their title in recent years and here is proof that they had done it before.
The most powerful slogan in the history of show business is "The Greatest Show on Earth".
Just my opinion.
