Actually I think this is the one that was done for the Fiftieth Anniversary tour. After all it was just the Ringling portion of the title that was celebrating Fifty Years. I think this was only issued in a small window card. The subsidiary shows Al G Barnes and Hagenbeck-Wallace also had small "Golden" window cards that year. I know Barnes had one such of Mabel Stark and HW had one of Beatty.
I believe the posters of several sizes showing the seven founders were issued about 1937.
Interesting points: according to Fred Pfening, III (Rick) John Ringling North stopped using these 7-portrait bills once he took over in 1938, and secondly the portrait of "Bailey" on these might actually be inspired by a photo of George F Bailey rather than by the earlier lithos showing James A.
