Minister signals ban on [English] circus wild animals

By Martin Hickman, Consumer Affairs Correspondent - ©independent.co.uk

26 March 2010

Wild animals are to be banned from circuses, ending hundreds of years of performing elephants, tigers and lions in the big top, the Government will say today.

In response to a public consultation. Environment minister Jim Fitpatrick said he was ‘minded’ to bring in a ban after 94 per cent of people backed the idea.

“I agree with the clear view emerging from the huge response to the Government’s consultation that keeping wild animals. He added he wanted to make sure animals no longer able to perform were well looked after. “Nobody wants to see them simply destroyed, and we will work with all concerned to secure a future for these animals,” said Mr Fitzpatrick.

Campaigners have been calling for a ban on performing animals in circuses for decades and their appearance has become less and less popular with the public.

Four British circuses currently use wild animals, the biggest of which is the Great British Circus, which entertains crowds with tigers, lions, camels, and zebras.

The others are: Peter Jolly’s Circus (camels, zebras, snakes and crocodiles); Circus Mondao (camels and zebras); and Bobby Roberts Circus (camel and elephant.)

The British Veterinary Association (BVA) said it was “delighted” at the prospect of a ban, which is not scheduled to come into force before the general election.

Professor Bill Reilly, BVA President, said: “Although it only affects a small number of animals at present our ethics and welfare group felt that their needs and the needs of future animals could not be adequately met by the environmental conditions of a travelling circus.”

He added: “If the Government goes ahead with a ban it is vital each animal is individually assessed so that appropriate action can be taken. This could include re-homing to a zoo or sanctuary, living out the rest of its life with existing owners, or other options that can meet its needs.”

The Captive Animals' Protection Society, which has been campaigning for a ban since 1957, said it was “no surprise” that it was so strongly supported by respondents.

“Opinion polls always show a majority oppose animal circuses and political support for prohibition is strong too,” said the CAPS’ campaigns manager Craig Redmond.

“A Bristol University study last year found that circuses fail to provide some of the most basic welfare needs of wild animals, such as space and social groups. It is obvious to most people that carting an elderly arthritic elephant and caged tigers from town to town is an outdated form of entertainment.”

He said the Government should also extend the circus ban to horses, dogs and other animals.

    Venice Arena 1973 #1

    Scan12748, originally uploaded by bucklesw1.

I read with interest the article about the temporary reprieve
    for the Venice Arena
These pictures are from our first appearance in the grand old
edifice. I had arrived in October from Mexico City and Barbara,
Ben and "Anna May" showed up in December at the conclusion
    of the Mexico tour.
I was supposed to have the 18 elephants out of there by
Thanksgiving but due to delays we lingered there into February
of 1774 but in so doing got to witness the arrival and departure
of both shows and the nuts and bolts of how they were put
    together.
One day I was told that they needed some publicity pictures
and these were taken some time around the Clown College
Graduation. None of them were ever used and it was just as well
since the young elephants worked poorly being in a new venue
and I was a bit edgy since this was my first time to meet Irvin Feld.

Howes Great London #1 (From Dick Flint)

    Photo #1

The initial photo of two mounted pseudo-knights in the wonderful series of photos of the 1920 Howes Great London recently posted reminded me of another knight pictured on the ORIGINAL Howes Great London and shown here (from a book by journalist Arthur Pember that includes a chapter about the Howes London show). After an earlier multi-year foray in England and on the continent in the years just before and during the Civil War, Seth B. Howes returned to England in 1870 to launch another show to travel in England and then the continent. He brought it to America, however, in 1871 and it was as impressive a show as Barnum’s new venture, also debuting that year. It faltered with the Panic of 1873 and soon a series of other showmen were vying for its control throughout the 1870s. Finally, a poster printer who was owed much money took possession and quickly sold it to James A. Bailey, hence the London part of the famous partnership that began just a couple of years later in 1881 as Barnum & London.

    Photo #2

Besides its striking and dramatic parade wagons, far more ornate than anything heretofore shown on the streets of America, the Howes show of 1871 featured five elephants (when most shows had but 1-3) that performed a stellar ring act. Shown here is an 1876 souvenir animal booklet featuring the elephant act in a finely printed cover design. Animal booklets were first issued on menageries about 1836 and continued until the end of the century by which time their material became part of the program booklet. For decades their standardized content was repeated year to year and book to book but as a souvenir of history they harken back to the early years of the big traveling menageries and make interesting but quite rare collectibles.

    Photo #3

More significant, one of the Great London bulls was male who, within a few years, impregnated one of the females. By the late 1870s, two live births had occurred with one resulting in a baby that survived and toured in 1880, the date of this unusual animal booklet. The Howes name was no longer used as the family supposedly had retained it though the effort was not successful for several years after they lost actual ownership about 1873. And as they say, the rest is history that we thought brought Barnum and Bailey together—until reading the real story behind the merger in a recent Bandwagon.

In answer to the question, "Who was Havemann?," I found this photo on the Internet along with these quotes:

February 21, 1943, San Diego Union, A-1:2-4. Richard Havemann, 68, San Diego Zoo animal trainer, dies of wounds received while saving San Diego Zoo worker from bear.
From The New York Times, same date:
SAN DIEGO, Calif., Feb. 20 (AP) -- Richard Havemann, 68, animal trainer, died in a hospital today of injuries suffered when a 3-year-old Himalayan bear he had trained since it was a cub clawed him in a sudden attack at the San Diego Zoo Dec. 11. Among American zoos for which Mr. Havemann had worked were those in St. Louis and the Bronx.
