Those were private rest tents (or dressing rooms) for staff and featured performers. The year is most definitely 1946. The "proof" is the use of the small train waiting to go into the big top. The engine was a small D4 CAT that was adorned to look like a steam locomotive. That little spec train was only used in 1946.

What were the smaller, 2-pole tops @ Bottom C and L? Don't recall seeing them before.
