We saw this before, and discussed those white units, evidently securing the straps. Maybe they work, and all manner of change is at hand, but tent stakes take a lot less room in the wagon.

Perhaps the white units don't leave holes in the asphalt. If they were filled with sand or water, they might provide enough resistance. (Might)
