Moats are just one example of misguided zookeeper mentality. Conceived as ideal for allowing viewing of exhibit animals without the standard barriers of bars and screens, when moats did not cause fatalities, they led to life-threatening injuries requiring complicated rescue attempts. Look at the clips of news footage of these efforts, with heavy hoist equipment, including straps and chains, trying to extricate fall victims. This elephant is close enough to try to reach a prize across the span, and the threat of this moat speaks for itself.
