Bob has it right. The Christmas parade scene was filmed in the middle of the night in downtown Cleveland. That way it avoided traffic. There were plenty of extras to fill the streets.The wagon is not genuine or antique circus vehicle.
This is one of our all-time favorite Christmas movies.
The setting is in 1939 and at that time I was exactly the same age as Ralphie's younger brother and in the Kindergarten as was he.

Two of the decorations on the wagon side are chariot sides from a merry-go-round--one is blue and the other is above the globe with the word "circus."
