According to Richard Conover, this wagon - America - was one of four ordered by Barnum and Bailey in 1903. The carved statuary on top retracted into the body of the wagon for transport. The statuary itself was inspired by (copied from?) four stone statues that surround the spire of the Albert Memorial in Kensington Gardens, London.
I should have mentioned what most readers already know: that the lower portions of America and Asia- greatly altered- survive in Baraboo at the Circus World Museum.

John: The U S Custom House in lower Manhattan also has copies of the Albert Memorial groups.
The Africa top figures survive at the Ford Museum of Transportation in Dearborn.
