This is the Chedi Chang Lom. The elephants seem to carry the upper levels of the building on their backs. And yes all the temples I visited had Elephant statues.

The Elephant is the symbole of Thailand and is represented in many buildings and signs. The King of Thailand owns 11 white Elephants that are located at the Thai Elephant Conservation Center (7 males)near Lampang. 4 females are kept in the Sakol Nakorn province.
