That white building at lower left makes me think this may be the original Ferris Wheel going up for the Columbian Expo World's Fair in Chicago when Paul was a little boy.

when it was moved to Lincoln Park
& then later to St Louis Missouri
This appears to be the original Ferris Wheel from the Columbian Exposition (aka the Chicago World's Fair of 1893) being reassembled in St. Louis for the 1904 St. Louis World's Fair. (After that Fair closed, it was sold for scrap.)
Dave & Ole Whitey, I'll gladly reflect on my Columbian expo adventures if you'll tell us all about your visits with Dan Rice.
