Looks like some air-brush painting rather than traditional methods that, frankly, belong on a carousel of the age of the famed B&B machine. I wonder if they made any record of earlier paint schemes on the horses. I was involved in some museum-level conservation of a number of carousel animals a few decades back and what we uncovered surprised some of the experts in the collecting community of carousel enthusiasts at the time who thought they knew what the animals should look like. You can't argue with hard evidence!
