It was a long standing practice on the Barnes Show that rather than march the elephants from the train as a herd, there was no need to go empty handed, take a wagon as you go. This might be the final hitch and all remaining elephant men loaded up for a ride to the lot. The tusker is "Vance" who grew up on the show and remained until 1935 when he was returned to Peru in mid season.
