The bars in the side opening served a purpose; to keep miscreants from stealing the brass whistles for their salvage value. Internally removeable sideboards were presumably not a possibility.

I blew this up by 400% on the computor, and it looks almost like the bars are behind the whistles. (And I could be wrong). Could they have carried something in a knocked down cage in the center of the wagon? I have seen photos of some cage wagons loaded with smaller travel cages inside of them. These smaller cages being unloaded at the next town. Only the largest shows being able to carry a dog wagon for the performing dogs,pigs,goats,etc. Also, the snake wagon on many shows would have the snakes loaded into smaller cases, and the wagon loaded with trunks. These early showmen never left a vacant space go on used.

There are two photos showing the lone gentleman in front of the calliope, the #1 Veal view and a second with the man posed alondside the side of the wagon. They and an original print of the train view confirm two sets of bars, each group fitted immediately inside the sidewall opening to bar entry.

Yes, you are correct. When I blew up the 1st photo of this set ( 3/4 view of the wagon), the whistles are behind the bars. These were hard to see on my phone.
