That should be the female African Fanny (or Fannie) nearest the camera. She and Asian Babylon (also called Babe) were obtained from the Sells Bros. auction in Columbus in early 1888 to become the first elephants owned by the Ringlings.

I find it of interest that she is so short. A female African her age (20+ years) ought at least as tall as the Asian to which she is chained.

Who is this? Surely too young to be either Fannie or Zip and Toodles or Toddles was said to be tuskless.
