I can't really make out the configuration of the blue cage in front. Is that 4 small sections in the front and one section in the back? If so, what was in it?

Bobby,
Hard to say, but given the standard at the time, I would guess a chimpanzee, a tortoise, a miniature donkey , and a Capuchian monkey in the 4 small sections. The larger section was probably for a polar bear, or a trio of lions.

I remember building an old circus model similar to this one and it was for a dog act. ~frank
