This looks like a spindle where the seal spins while doing the one flipper.
Reminds me of the BIG BOY elephant in Mexico that self-propels himself into a spin while on a spindle.
Any thought?

I may be wrong, but this looks like an old fashioned piano stool that the seal is balancing on. ~frank
