It almost looks like the tiger has the horse's ear in his mouth.
Don't we normally see a larger draft horse with a leather neck & head protection device being used for this type of act?
Let's hear from some of our tiger trainer experts on this one.

Looks to me like the must have a lot of Horses lined up for this Act. You can see that the Horse is not to happy and the Tiger is trying to figure out on how to stop it from running.
I just talked to Josip Marcan who viewed this photo. He said it does not appear as though the tiger has the horse by the ear, but he added that the horse seems to be too small for this type of act. He said it is likely that the horse and tiger were raised together, but he had concerns about the "platform" on the horse vs. as thick pad. You can plainly see that the tiger has not been declawed.
In the 1960s the first time a Moscow Circus since the end of World War 2 came to Germany, starring Poppov the Clown and a act with 4 Lions to Horse. The had a lot of problems with this act and by the end of the tour there was only one Horse left because the Lions mauled three of the Horses so the act folded. The also did not have proper protection on the Horses
