The upper left corner of this pic shows a building which wasn't erected until late 1937, so this must have been taken at one of the early 1938 days when quarters was open to the public. These open air shows were called Rodeos.
In the seasons of WW II, a barrel with solid sides, very likely this one, had a big "V" for victory.
