I believe this is called a "perpendicular four-up" ?

This not a four up hitch. Note there are no traces on the harness of the two outside horses. Its just a phoney was of showing off a four horse chariot. If it was fo real they would have them all hitched to not a double tree, but to a quadrupple tree. Thats why the horses are sideways. They are not between the traces. If they were racing they would all be hitched. Its not uncommon to be hooked up that way.

We had a crazy white horse that was afraid of everything, white lines, manhole covers and god help you if a paper blew across. I was never a great rider, but could sure hang on for dear life. cc
