Was this a three ring show?
Can't tell from this picture but it surely must be. Any less than that and there wouldn't be enough seating capacity to make the nut.

The titling of baggage wagons was not always done on the Barnum and Ringling shows. Old photos show that many were plain - -no title at all. I think that ended in the 1930s when all the propery wagons carried the RBBB title.
