These bumper cars were officially called Auto Scooters and were built by the Lusse Bros. Corp. of Philadelpha. One which has been fully restored will bring $5,000.00 on the antique market today.
On a cable show sometime back they detailed how some folks have bought one of these vee hickles, restored them, customized them and made them road ready. Some real fabulous work to be seen. At least one, I believe, could hit 70-100 MPH, to me you'd have to be nuts to do that however.

Metal deck & ceiling carried the
low voltage electric to run cars
lots of sparking as the wipers
crossed the joints

Just googled "photos of converted bumper cars" and got 2,720,000 hits.
The photos readily show what I said previously.
