Did the show advertise for the extra workers for set-up and tear down? Were they paid and who kept account? How many extras did it and were they ever short of manpower?

I don't ever recall that Ringling ever advertised locally for workers
and yes they were shorthanded many times, but a big city mission was only a bus ride away. For $6 per week, a place to sleep and 3 meals
a day, to some who stayed this was heaven.
Some of the workers would find a Billboard and if the show was heading west, they would sign on and when they got to the wheat harvests they were gone.
Others would go just for the free ride to see relatives on the coast
and then they were gone.
