The "circus trust" refers to John Ringling's empire of shows after he acquired the American Circus Corporation in 1929. The term was used as well two decades earlier by Sells-Floto against the Ringlings who had recently acquired B&B and Forepaugh-Sells shows. That earlier era was the time of industries consolidating into big corporations or trusts that attempted to dominate industries and therefore control prices--e.g. John D. Rockefeller and his Standard Oil.
