Yes, that is a brake wheel. There were four seats on the top, two in front and two in back of the Central carvings which had costumed people in them during parade.
This wagon was built up into a box wagon while on B&B in the teens. The ever practical Ringlings wanted it to carry stuff. It later became a steam calliope on Cole and is still such at Baraboo.
