Looks like the Chicago lake front with Navy Pier in the background...

Wolf documented RBBB while set up at the Milwaukee lakefront lot. He lived in the Milwaukee burbs and thus it was the natural location for him to visit. The site is about where the Calatrava-designed pavilion of the Milwaukee Art Museum stands today. Wolf omitted the tall stacks that mark the municipal plant south of the site, on Jones Island. Period photographs portray a similar set up. One was taken in 1938 and was published in C. P. Fox's book "Circus Trains," by Kalmbach.

Interesting, I always thought that lot later became the marshalling area for the Milwaukee parade wagons.
