I think this has been proven to be incorrect.
James Bailey was rarely photographed and the gentleman seated is Frank Hyatt, the show's General Superintendent.

The more interesting aspect of this photo are the listed prices; it's not often that one finds the entire array listed.

Bailey was photographed several times, but the views are not well known nor readily available.

If the comparison chart needs clarification ---

50 cent ticket is now $11.
75 cent ticket is now $17.

I had spaces in between those numbers on the original post that disappeared when it was published.
