Whoever designed this band chariot must have anticipated fording some rivers.

This is a local community bandwagon, or bandchariot if you want to be persnickety. There are photos of quite a few such vehicles, some of which survive today. A few almost looked like something that a circus might own. The over the shoulder brass instruments suggest a date of perhaps the 1870s-1880s. The idea of the horns over the shoulders was so that the band marched in front of the soldiers, who could then hear the music projected backwards.
