I'm almost certain these pictures were taken in the late 1980s at the Flint, Michigan Shrine which was held in early January each year. The late, great Judge Riker and Evelyn Riker had a party at their home during the week end of the show. They had the world famous Kuegel's hotdogs. It was always cold as hell up there, below zero cold. Perhaps minds better than mine can tell us why such a cold place always had its Shrine Circus during the year's coldest time.
By the way, I believe Buckles, Dale and I were comtemplating the vastness of the arena.

A lot of businesses have great great business during the winter, It is called 'Cabin Fever' and the public just has to go somewhere to relieve the boredom. Of course, you in the south wouldn't know about that.
