Quite a picture.
I wonder if this was the top for the ring stock only?
Notice the side wall hung from the quarter poles. The caption indicates Quarantine Area but my first thought was to keep these horses from fighting with the others facing them on the other side.

Buckles,
The caption indicates "hospital cases" or I guess Quarantine Area. The sidewall would prevent nose to nose contact for something such as strangles or a host of other ailments.
