Hi, i think this is Arild Arnardo, now director Circus Arnardo, the oldest circus in Norway. (www.arnardo.com) He inherited this act from Adolf Linon Dubsky. Fredrik from Norway.
I recall seeing this act many times on TV in the 1950's - 60's.
It looks the right age to be Linon, but with a lot more makeup than I've usually seen him wear.
Maybe he wore more for circus dates and lightened it for television? I've seen him on Hollywood Palace and on Ed Sullivan but those appearances were probably only one or two years apart in the mid 60s.

My opinion is that this is "THE" Linon!
This reminds me of one of my first mid life crises of about twenty years ago because the rig I built in my back yard was much like this but with an “X” out of 2x4s – similar because I had no platform; I imagined that I’d just walk up the incline to the fat rope to do my pranks. The dream didn’t materialize mostly because of the fifty hour week I’ve put in at Disney to survive. The haunting thing is that I can see myself in the near future looking much like this clown but with a feeble mind trying to keep the dream alive. “Old age is a nasty surprise; it’s not for sissy’s.”
My money is on LINON, whom I also saw on Sullivan, et al, in the 60s. It's been a long time, but I seem to recall him doubling Jimmy Durante for this act...for JUMBO?

"YOU GOTTA BE TOUGH TO BE OLD"!
I agree that this is Linon and that it looks like the same costume and make-up for him to be doubling Jimmy Durante in Billy Rose's JUMBO. I was doing some clown research earlier in the week and the author said that Otto Griebling also doubled for Durante in that film.

Positively Linon.
