I would have to see the whole film, in context, but in this shot, even allowing for makeup and lighting, I can't conclude Mabel is one of these actresses. I know in IMDb she is billed as an uncredited spinster in the park, but neither of these ladies resemble Mabel.
Kim Baer concurs with me that "neither of these actresses is Mabel Stark the tiger trainer", but possibly someone with a coincidence of names. This could have been the case in the pre-Screen Actors Guild days. SAG rules prevent anyone from registering with the name of a previously registered member.
