This was Evetta Matthews, an English female acrobat, contortionist, etc. that Bailey tempted to his show (hence the coats of arms). To add to the fun she was apparently actually Victoria Matthews - a number of siblings joining her in circus life (see the book'Rings & Curtains'). That book seems to show her in a very similar outfit to her B&B one though with slightly different face decorations (the initials) was this to avoid upsetting B&B after she left them?
