The first team is pulling two cages, notice the brakeman on each. They appear to be waiting to be called on the lot.

Buckles said...: Those chain driven Mack Trucks were quite common around circuses in those days. The one in the background appears to be hauling a load from the train. The one at right might be a water wagon on it's way to fill up.
Someone with a Sparks inventory could tell you exactly how many the show used and the function of each.; 27 July, 2007 10:03
