This picture, taken on William "Honest Bill" Newton, Jr., and Cy
Newton's 1926 Orange Bros-Moon Bros. show, threads back to a number of
comments made recently on your blog. The elephants shown are Diamond
on the left (the one-tusk male formerly with Hagenbeck-Wallace who
should not be confused with Black Diamond) and Jap/Japino on the
right. Any idea of the people in the picture? Note the fancy
headpieces on the girls and that blankets are on both elephants

Josephine Fisher was on the Orange Bros and Moon Bros Circus in 1928.
Josephine "Little Jo" rode on the head of an elephant for the street parade. She also helped to present the elephants, according to her sister Ruby Haag Brown. I don't know if she is the female rider in the photo. She was 13 years old while on this show. The Fishers joined when it passed through Medora Indiana.
