That looks like a regular hook to me. A lockhart hook was simply a blade with a piece of bone attached to each side like the handle on a pearl handled revolver, with only the tip showing.
I'm confused also. Lou Regan had a short bull hook with a keeper and lash on the end, and showed me how to make one which I have to this day. He called it a Lockhart hook also, he told me it was named after an elephant trainer named Lockhart. We used a piece of glass bottle to taper the wood, and the hook was made out of a yard rake tine, heated and bent just so. Wade Burck
Funny you say that MR. Burck, I was given a Hook of the same design by Terrell Jacobs III, who received it from MR. Lou Regan. He is the one who I heard call it a Lockhart.

Would there have been a reason for this elephant to be worked with a Lockhart (may have that misspelled) while working in harness?

Sorry, I got bad info in my life, I was told a Lockhart was a hook with a whip braided on the handle end.What would the correct name for this be?
