I think that it was the cover of the pre-Feld era Ringling ViewMaster pack.
I haven't the slightest idea who this could be. I doubt he's a Ringling clown but the setting looks too authentic for it not to have been taken in a genuine Alley situation.
Perhaps this was taken on a Shrine show? Maybe it's a Ringling "guest clown" photo of a reporter? I don't know.
Sure looks posed to me...most clowns made up by their trunks. I'd doubt clown alley would have much room for tables. Maybe Jackie LeClaire or Chuck Burnes could help ID the guy.
I've seen it, too. And agree it is no professional--the wardrobe is not out when makeup is going on. I also agree that it may be from the old View-Master rolls or some similar townie concept.

No clown would be putting on makeup with out a towel covering his wardrobe. This has to be a photo posed for the camera.
