This looks like Gunther Dorning, with one of the DDR liberty acts. Other liberty groups of the DDR circus was presented by Helmut Rudat, Hermann Ullman, Siegfried Gronau (the same of the elephants) in the 60s, and Gunter Dorning und Hasso Mettin in the 70s and 80s. Dorning used to have a very impressive "carousel" display.
