Some rescues from moats succeed. Other attempts bring fatal stress to victims already suffering injuries. Some injured animals obviously are too dangerous for hands-on assistance, and suffer further from the impact of tranquilizer darts.

So the answer to animal exhibits with unrestricted viewing is to reconfigure the open exhibit area by bulldozing a gentle slope of the terrain to a depth beyond an animal's ability to leap vertically. This eliminates the dangerous edge allowing for a sudden drop-off point. The animals can stroll down to explore the perimeters, and back again with no hazard present. If you've dealt with self-important locals on a zoo board, you've find found such clear practicality is met with vocal opposition.
